Philippine National Railways (PNR) General Manager Deovanni Miranda expressed his gratitude before the East Japan Railway Culture Foundation (EJRCF) representatives in his opening remarks, delivered during the signing ceremony of the agreements that launched two key programs: the “Japan Railway East Fellowship 2025” and the “Japan Railway East Follow-up Course 2026” held in Naga City, Camarines Sur, on Tuesday, July 8.
Both initiatives aim to foster friendly relations between the two countries through the exchange of technology, skills, and cultural insights, which are set to enhance and capacitate the PNR workforce by sending delegates to Japan for training.

The fellowship, which has been in place since 2016, signifies not only a strong commitment but also the development of a lasting friendship with Japan over the years.
“We sincerely appreciate this training opportunity, which aligns perfectly with the vision of the President Ferdinand R. Marcos Jr. administration: to empower our railway operations and maintenance personnel to provide safe and efficient travel for all commuters,” Miranda said.
The PNR Chief underscored that the agreement would not only strengthen ties between the two railway networks but also enhance the capabilities of the Philippine railway system.
“This collaboration marks a significant stride toward building a modern, sustainable, and future-ready railway network in the Philippines—one that will not only spur economic growth but also enhance connectivity for all Filipinos,” he added.
